# Baseline Personnel Security Standard

### Purpose

This page defines how BPSS is used as the minimum pre-employment or pre-engagement screening baseline for government, public sector and supplier roles where required.

### Operating Standard

BPSS is not a national security clearance. It is a baseline screening standard used to confirm that an individual is suitable to work for or with government assets, systems or information.

The required BPSS checks are:

* identity check;
* right to work check;
* employment history check;
* unspent criminal record check.

### When BPSS Is Required

BPSS should be considered where a person will:

* work on a government contract;
* access government systems or information;
* support a public sector or defence customer;
* access OFFICIAL or OFFICIAL-SENSITIVE material where the customer requires it;
* progress to a role requiring CTC, SC or DV.

### Process

1. Confirm the role and required screening level.
2. Issue conditional onboarding subject to checks.
3. Complete identity verification.
4. Complete right-to-work verification.
5. Verify employment history and account for gaps.
6. Complete unspent criminal record check.
7. Record completion, exceptions and risk decisions.
8. Do not grant access until screening status, role requirement and customer approval align.

### Key Rule

BPSS completion makes a person eligible for certain work. It does not by itself grant access to any system, repository, data set or customer environment.
